Static Suitability Certificate
The certificate of static suitability of a building – also called CIS – is a document which certifies the safety conditions of its load-bearing structure based on the laws in force at the time of construction. The CIS has as normative references: the D.M. 15/05/1985 and the D.M. 09/20/1985. The certificate of static suitability is requested for the release of usability if the building does not have the static test certificate pursuant to Law 1086/71.
It is believed that it is not compliant with the standard to apply the current anti-seismic technical legislation for the preparation of the certification of static suitability for existing buildings and subject to building amnesty pursuant to Law 47/1985, Law 23 December 1994, n. 724 – art. 39 and Law 24 November 2003 n. 326, and that for these certifications it is necessary to refer to the DM 15/05/1985 and subsequent amendments, considering as the date of the assessment the date of presentation of the application for building amnesty at the municipal offices, together with the sworn appraisal on the state and size of the works, and therefore with a certain date.
